고등학교 정치교과서 분석 - 정치참여 개념을 중심으로 -

Abstract

과거의 시민들은 정부가 정책을 결정하면 무관심하거나 의사를 표현하지 않은 채 정부가 정한 결정을 그대로 따랐다. 하지만 오늘날 정부가 결정한 정책이 올바르지 않거나 시민들이 생각하는 방향이 아니면, 시민들은 정부에 적극적으로 의사를 표현하면서 정치참여가 자연스러워졌다. 이제는 더 이상 정부 혼자만이 정책을 결정하는 게 아니라, 시민과 함께 정책을 결정하고 집행하는 일이 당연한 일이 되어버렸으며, 정부참여가 정부의 정책결정에 있어서 시민 개인의 이익이 아닌 공익을 위해서 참여가 이루어져야함을 시사하고 있다. 즉, 시민들의 참여가 정부정책과 정책결정과정에 있어서 많은 영향을 미치는 부분이므로, 올바른 시민의식을 갖출 수 있도록 학생들에게 정치참여에 대한 충분한 교육과 시민의식을 만들어줘야 한다. 본 논문에서는 7차 교육과정의 정치교과서 4종과 2009개정 교육과정의 법과정치 교과서를 중심으로 정치참여의 대단원, 중단원, 소단원이 어떻게 구성되어 있는지 알아본 후, 단원별 분량을 통해서 교과서 정치영역의 비중 및 중요도를 알아본다. 또 정치참여단원이 교과서에서 어느 정도 비중을 차지하고 있는지 페이지수를 통해서 분석해보고, 양적분석에서는 정치참여의 단어들이 교과서에 얼마나 자주 사용하는지 단어의 빈도수와 정치참여 단어가 들어간 문장이 어느 정도의 비중으로 다루어지는지 분석해본다. 마지막으로 교과서에서 정치참여 영역의 내용 구성을 살펴본다. 위의 연구방법으로 분석한 교과서의 결과를 통해서 학생들이 정치참여에 대한 이해를 보다 높이고, 정치참여에 대한 인식과 역할을 제고함으로써 올바른 시민의식을 갖고 정치참여를 할 수 있게 연구하고자한다. 본 논문에서는 정치참여 단원이 구성되어 있는 고등학교 정치교과서를 7차 교육과정과 2009개정 교육과정을 통해서 다음과 같은 내용의 분석을 유도했다. 첫째, 다양한 방법으로 시민들이 정부 정책에 참여하는 만큼 정치교과서의 비교 분석을 통해서 정치참여 단원이 정치교과서에서 얼마만큼의 비중을 차지하고 있는지 알아보았다. 둘째, 시민들의 올바른 정치참여를 할 수 있도록 교과서의 내용구성이 시민참여 의식을 높일 수 있는 내용으로 구성이 돼 있는지 분석해보았다. 정치참여는 시민들이 스스로 생각하는 민주주의 사회를 만들어가는 발판이 되므로, 미래의 학생들이 정부가 하는 일에 올바른 정치참여를 할 수 있도록 합리적인 판단능력과 주인의식을 갖게끔 학교에서부터 올바른 정치참여 교육이 행해져야 할 것이다.|In the past, when the government set a policy, the citizens followed the government's decision with being ignored or not expressing their opinions. However, today if the policy decided by the government is not right or is not in the direction being expected by the citizens, the citizens actively express their opinions to the government, so their political participation become a natural activity. Now, it became natural to decide and execute policies in cooperation with citizens, not to be decided by only the government, and that suggests that citizens should participate in government's policy decision for the public interest, not for the individual's interest. That is, the citizens' participation is a part considerably influencing on government's policy planning and policy setting process, so in order to establish the right citizenship, the students should be given enough education and form right citizenship. This study will identify how the final unit, medium unit and small unit of political participation are composed by reviewing 7th Curriculum-based 4 kinds of politics textbooks and the textbook of Law & Politics based on 2009 Revised Curriculum, and then will investigate the politics domain's share and its importance in politics textbooks by researching its amount by unit. And the units dealing political participation's share in a textbook will be analyzed by counting the number of pages the units occupying in each textbook, and in the quantitative analysis, this study will analyze how often each political participation-relevant word is used in textbooks and how much importantly the sentences containing political participation-relevant words are dealt by counting the use frequency of such words and sentences. Finally, this study will investigate the contents composition of political participation domain in textbooks. Through the results analyzing the political textbooks using the above research method, this study aims to increase students' understanding on political participation and to enhance their perception and roles in political participation, so that they can participate in politics with right citizenship. This study induced the analysis on following contents of politics textbooks for high school composing some political participation units through 7th Curriculum and 2009 Revised Curriculum First, as citizens participate in government's policies via various ways, so this study researched the units of political participation's share in politics textbooks through comparison analysis on political textbooks. Second, this study analyzed the textbooks are composed of the contents to enhance the citizens' participation spirit in order that citizens can rightly participate in the politics. As the political participation becomes the foothold for citizens to make the democratic society they think, so schools should give the education about right political participation to future students, so that they can possess reasonable judgement ability and ownership in order to rightly participate in government's political activities.
