ISS 온라인 디자인 툴킷: 문제 정의 시각화를 통한 정책디자인 특화 아이데이션 툴킷 개발

Abstract

사회적 디자인의 중요성이 점차 부각되면서 공공디자인 영역에서 디자인 사고와 서비스디자인 프로세스가 도입되고 있으나, 그 가치를 충분히 실현하지 못하는 한계가 존재한다. 본 연구는 서비스디자이너들이 공공서비스 기획 및 정책디자인 과정에서 효율적으로 아이데이션을 할 수 있도록 돕는 것을 목표로, 사회적 디자인의 핵심 요소를 활용하여 ‘인프라스트럭쳐’, ‘소셜 서비스’, ‘소셜 데이터’ 세 가지 원천을 도출한 뒤 ‘ISS 프레임워크(Infrastructure-Social Service-Social Data Framework)’를 설계하였다. 이후 문제 정의 시각화를 기반으로 한 정책디자인 특화 아이데이션 툴킷인 ‘ISS 온라인 디자인 툴킷’을 개발 및 검증하였다. 다양한 사회적 문제 중 ‘교통약자’, 그중에서도 휠체어 이용자를 위한 정책에 집중하여 연구 과정에서 기존 사회적 서비스디자인 이론과 휠체어 이용자를 포함한 교통약자를 대상으로 한 서비스 사례를 분석하였고, 디자인 워크숍과 전문가 인터뷰를 통해 프레임워크의 유효성을 검증하였다. 이후 ‘ISS 온라인 디자인 툴킷’을 개발한 뒤 서비스디자이너들을 대상으로 한 디자인 워크숍과 전문가 인터뷰를 통해 툴킷을 보완하고 개선하였다. 이를 통해 공공서비스 기획 및 정책디자인에서 활용할 수 있는 실질적인 도구를 제시하였다. ‘ISS 온라인 디자인 툴킷’은 복잡한 사회적 문제를 단계적으로 접근할 수 있도록 설계되어, 문제 정의와 아이데이션을 체계적으로 지원한다. 특히 문제 정의 단계에서 시각화를 통해 내용을 쉽고 빠르게 파악할 수 있으며, 구조화된 프레임워크를 통해 정해진 시간 내에 효율적으로 결과물을 도출할 수 있다. 본 연구는 공공서비스와 정책디자인 과정에서 사용자 중심의 혁신적 접근 방식을 제안하며, 다양한 사회적 디자인 프로젝트와 정책 개발에서 실질적으로 활용될 수 있을 것으로 기대된다.|As the importance of social design continues to grow, design thinking and service design processes are being adopted in public design. However, these processes often fail to fully realize their value. This study aims to assist service designers in effectively conducting ideation during public service design and policy design processes. To achieve this, the study identifies three core sources—Infrastructure, Social Service, and Social Data—and develops the ISS Framework(Infrastructure-Social Service-Social Data Framework). Based on this framework, the ISS Online Design Toolkit, a policy design-specialized ideation toolkit emphasizing problem definition visualization, was developed and validated. Focusing on “transportation-disadvantaged individuals,” particularly wheelchair users, the research analyzed existing social service design theories and case studies. Through design workshops and expert interviews, the framework’s validity was assessed. Following the development of the ISS Toolkit, additional workshops and expert interviews were conducted to refine and improve the toolkit. These efforts laid the foundation for proposing practical innovations and developmental directions in public service design and policy design. The ISS Online Design Toolkit is designed to address complex social problems through a step-by-step approach, systematically supporting problem definition and ideation processes. In particular, it enables users to quickly and clearly understand issues through visualization during the problem-definition stage. Additionally, its structured framework facilitates the efficient production of outcomes within a limited timeframe. This study offers a user-centered, innovative approach to public service design and policy design processes, with potential for practical application across various social design projects and policy development initiatives.
