정치발전과 정치교육의 상관성에 관한 연구

Abstract

1987년 직선제 개헌 이후의 한국 정치의 민주화(민주주의의 공고화), 그리고 세계사의 대전환을 이룬 1989년 소련의 해체, 동구권의 변화 등은 새로운 민주 시민상을 요구하게 되었다. 한국 정치의 민주화는 정치 과정의 역동성으로 나타나 이는 과거와 다른 적극적인 참여자로서의 시민상을 요구하고 있고, 세계화, 자유 민주주의의 보편화 등의 경향으로 '세계 시민' 교육의 필요성이 증대하고 있다. 우리의 정치체제도 서구처럼 다원적 자유민주주의체제로 발전해가고 있는 것이다. 이를 위해서는 합리적 사고 능력과 판단 능력을 가진 책임감 있는 민주시민으로 거듭나고, 민주주의 이념을 내면화를 시키기 위해 올바른 정치지식을 바탕으로 문제를 해결하는 책임 있고 사려 깊은 민주시민 양성을 목표로 하는 정치교육이 필요하다. 따라서 본 연구에서는 정치발전을 위한 정치교육의 중요성이 크다는 인식 하에 정치발전과 정치교육의 상관성에 대해 알아보고, 이를 토대로 앞으로의 정치발전과 정치교육의 바람직한 방향을 찾고자 한다. 이에 본 논문 제Ⅱ장에서는 정치발전의 개념과 내용, 정치교육의 개념을 살펴보았다. 제Ⅲ장에서는 해방이후부터 우리 나라 정치 발전과정을 '국가형성을 위한 민주주의 도입기', '체제유지를 위한 민주주의 변형기', '민주주의 성숙기'로 나누어 정치적 특징을 살펴보고, 각 시기별 정치교육의 내용을 비교하여 정치발전과 정치교육의 상관관계가 있음을 밝혔다. 제Ⅳ장에서는 앞장의 비교 · 분석을 통해 정치발전을 위해 앞으로 정치교육에서 개선되어야 할 부분을 제안하였다.|Democratization of Korean politics since amendment of the constitution of direct election in 1987 (establishment of democracy), dissolution of USSR in 1989 which caused the great reorientation of the World History, and changes in the East European bloc have required new democratic civil image. Democratization of Korean politics has been expressed as dynamics of political process and requires a civil image as more positive participant unlike former one. And, the necessity of education of 'global citizen' has increased owing to the tendency of globalization and generalization of liberal democracy. Korean political system has also developed into a pluralistic liberal democratic system like the West. To keep pace with this tendency, people should be reborn into democratic citizen having reasonable thinking and decision faculty as well as responsibility, and political education should aim at training responsible and reasonable democratic citizen to solve such problems based on rightful political knowledge for the purpose of internalizing democratic ideology. Therefore, this study attempts to examine the correlation between political development and political education under the recognition that political education is very important for political development, and find desirable orientation of political development and political education in future based on this examination. Chapter Ⅱ of this study reviewed the concept and contents of political development and the concepts of political education. Chapter Ⅲ reviewed Korean political development process following the liberation from Japan by dividing into 'Democracy introduction period for establishing a country', 'Democracy transformation period for maintaining a system', and 'Democracy mature period', investigated their political features and found there are correlation between political development and political education by comparing contents of political education by each period. Chapter Ⅳ suggested matters to be improved in future political education for political development based on the analysis and comparison of previous chapters.
