정보통신윤리교육의 현황과 개선방안 연구

Abstract

국내 인터넷 사용인구가 2003년 4월 현재 전체의 70.8%로 나타났다. 이를 인구수로 추산해 보면 2,473만 명 이상이 인터넷을 사용한다는 것이다. 불과 몇 년 전에 비해 네티즌의 수는 빠르게 증가하고 있는 것이다. 우리가 지금 살아가고 있는 정보화 사회는 그 어느 사회보다도 사용자 스스로 건전한 사이버 공간을 만들어 보겠다는 의지가 중요시 되는 사회이다. 이러한 정보화 사회는 정보통신기술을 어떻게 사용하느냐에 따라 우리에게 이익을 줄 수도 있고 피해를 줄 수도 있는 양날의 칼과 같다. 정보통신기술을 건전한 방향으로 사용한다면 우리는 정보화 사회의 장점인 편리함과 다양성, 자유로운 의사 표현과 같은 혜택을 받을 수 있을 것이다. 그러나 반대로 정보통신기술을 욕구의 해소를 위한 도구나 금전적인 이익만을 위한 도구가 되어 건전하지 못한 방향으로 사용된다면, 정보의 공유라는 사이버 공간의 특성으로 인해 많은 사람들에게 큰 피해를 줄 수 있을 것이다. 이러한 특성을 가진 정보화 사회에서 건전한 사이버 공간의 형성과 다양한 정보의 활용을 위해서는 정보통신윤리의 확립이 중요할 것이다. 정보통신윤리는 사이버 공간에서 자신에게 유익한 정보를 검색·활용하고, 자신의 정보를 다른 사람들과 공유하는데 있어 지켜야 할 규범이라고 볼 수 있다. 이러한 정보통신윤리의식을 가진 네티즌에 의해 사이버 공간은 올바른 정보 공유의 장소와 새로운 가상 공동체의 형성의 장소로 지켜져 나갈 수 있을 것이다. 네티즌에게 정보통신윤리의식을 함양시키기 위해 학교나 인터넷 사이트 내에서는 많은 정보통신윤리교육 자료와 프로그램을 제작·배포하고 있다. 그러나 실제로 그러한 자료들은 일회성의 교육을 위한 도구로 사용되는 경우가 대부분이다. 또한 정보통신윤리교육과 관련이 깊은 도덕 교과나 컴퓨터 교과에서도 정보통신윤리교육에 관련된 내용은 매우 적은 부분을 차지하고 있는 것이 사실이다. 우리나라에서 시행되고 있는 정보통신윤리교육은 학생과 교사, 성인을 위한 정보화 교육의 일부분으로서 다루어지고 있으며, 그 중요도 또한 정보통신기술을 이용하는 방법에 비해 훨씬 적게 다루어지고 있다. 그러나 정보화 사회에 꼭 필요한 규범으로서의 정보통신윤리교육은 그 중요성이 간과되어서는 안 된다. 정보통신윤리는 도덕교과에서 전통윤리나 시민윤리와 함께 중요한 부분을 차지해야 한?鳴? 생각하며, 컴퓨터교과에서도 컴퓨터 사용 방법보다 기초의 부분으로서 정보통신윤리교육이 주의 깊게 정의되고 교육되어질 필요가 있다. 또한 도덕교과나 컴퓨터교과에서만 행해지는 것이 아니라 타 교과와 연계되어 이루어져야 할 것이라고 생각한다. 요즘 학교에서는 수행평가를 위해 많은 과제들을 제시하고 있으며, 학생들은 그러한 과제를 수행하기 위해 컴퓨터를 이용하는 경우가 많다. 그러므로 타 교과에서도 과제를 수행하는 데 있어 지켜야 할 윤리, 즉 저작권의 침해라든가 올바른 언어 사용에 대한 교육이 이루어져야 할 것으로 생각된다. 학교에서의 정보통신윤리교육은 체계화 되어 있는 수업의 모습을 갖추지 않는 경우가 많으므로 교사의 신념과 열의가 중요한 요소가 될 것으로 생각한다. 또한 학교만의 교육이 아닌 가정과 학교와의 연계를 통한 교육도 필요하게 될 것이다. 네티즌은 컴퓨터 사용의 대부분을 가정에서 하고 있기 때문에 부모와의 연계가 크게 효과를 거둘 수 있을 것으로 보인다. 그러기 위해서는 부모의 올바른 정보통신윤리의식이 필요할 것이다. 사회에서도 계속적으로 일반 성인들을 위한 교육자료 개발이 필요할 것이라고 생각한다. 뿐만 아니라 빠르게 ?頻?하는 정보화 사회에 대응할 수 있는 법률의 개정 역시 중요할 것이다. 현대의 정보화 사회는 많은 혜택을 줄 수 있는 무한한 가능성을 지니고 있는 사회이다. 그 혜택을 더 많이 누리느냐, 누리지 못하느냐는 사이버 공간을 이용하는 네티즌의 문제일 것이다. 네티즌이 올바른 정보통신윤리의식을 가지고 있다면 사이버 공간은 우리에게 더 무한한 정보의 제공과 자유를 줄 수 있을 것이다.|More than seventy percent of people in Korea are using the Interent as of April, 2003. That is, the users of the Internet are calculated at 25,000,000. And the number of netizens keep on growing rapidly, too. The information-oriented society in which we live puts a higher value on the importance of the strong will that every user should have in order to make the wholesome cyberspace than any other society. This information-oriented society does us both good and harm. It depends on the way we use the information and communication technologies. If we use them wholesomely, we can take the benefits of the information-oriented society such as conveniences, diversities, and free expressions of ideas. On the other hand, if we use them unwholesomely, for example, as the means for satisfying our desires or just for financial advantages, many people can be hurt because the harmful information can be shared easily on the Internet. Therefore, in this information-oriented society, it will be important that we should establish the ethics of the information communication to build the wholesome cyberspace and use the diverse information. The ethics of the information communication is the rule we have to keep when we look for the useful information and use it, and when we share our information with others. The cyberspace should be maintained as the space to share the information rightly and build the new imaginary community by the netizens who have the consciousness of the ethics of the information communication. To cultivate the ethics of the information communication of the netizens, a lot of data and programs about the ethical education of the information communication have been made and distributed in the schools and Internet sites. But, in fact, those data have mostly been used as the means for education once for all. Also, even in the course of ethics or computer which is related to the ethical education of the information communication, it has almost been neglected for a long time. The ethical education of the information communication, which has been carried out in Korea has been just a part of the informational education for students, teachers, and adults and it has been considered less important than the education of information communication technologies. However, the importance of the ethical education of the information communication shouldn't be ignored because it's an essential rule in the information-oriented society. In my opinion, in the moral education, the ethical education of the information communication must take an important part with traditional ethics or citizen ethics and in the computer education, it needs to be defined and educated as a basic part more carefully than how to use the computer. Recently, students are given many assignments for evaluation and students have to use the computer frequently to do their assignments. Therefore, in other subjects, the education of the ethics they should observe-piracies, right uses of languages- to do student's assignments must be enforced, too. Because the ethical education of the information communication in the schools hasn't been systematized well, teachers' confidence and enthusiasm are considered to be very important. Also, the education through the connection between schools and homes will be needed. It will be more effective because most of the netizens use the computer at their homes. So it will be essential for parents to have the ethical consciousness of the information communication. And also, it will be important to revise the law which corresponds to the information-oriented society that is changing rapidly. The present information-oriented society has the limitless possibilities to give us many benefits. It depends on the netizens whether they will have more benefits or not. If netizens have the right consciousness of ethics for the information communication, the cyberspace will give us infinite informationn and freedom.
