노무현, 문재인 대통령의 정치리더십 비교연구

Abstract

Purpose of this study is to compare and analyze the political leadership of Roh Moo Hyun and President Moon Jae In, and to propose a model of Korean political leadership afterwards. In order to this, the research examined individual personalities throughout their lives. Also the research compared and evaluated commonalities and differences based on the soft power, hard power, and political leadership technologies presented by Joseph S. Nye. There are three soft powers such as, emotional intelligence, vision presentation, and communication skills, that could make people voluntarily agree with the president and go in the same direction. The hard power, which is organizational management and political power, was lighter than previous presidents. Roh Moo Hyun dealt with party division and impeachment, and Moon Jae In dealt with the selection of high-ranking candidates for COVID-19, so smart power, the ability to grasp the situation, is not bad for responding to the crisis. However, neither of them received good reviews until the end regarding morality, which was considered important. The study found that Roh Moo Hyun and Moon Jae In's political leadership is based on the third generation of political leadership loved by supporters and relies on soft power unlike previous generations. In addition, the two had very different personal growth periods and personalities except for poverty. As a result, they have different political leadership which is the presence or absence of activeness, language and attitude in communication with emotional intelligence between activities and soft powers. Finally, through this comparative analysis, it is expected to contribute to continuous presidential leadership research by presenting "leadership of ability" and “leadership of substantial changes in people's lives through action and practice”.

|본 연구의 목적은 노무현, 문재인 대통령의 정치리더십을 비교분석하고 이후의 한국 정치리더십의 모델을 제안하는 것이다. 이를 위해 두 대통령의 생애를 통해 개인의 성격을 살펴보고, 조지프 S. 나이가 제시한 소프트 파워, 하드 파워, 그리고 스마트 파워라는 정치리더십의 기술을 기준으로 둘의 공통점과 차이점을 비교하고 평가했다. 감성지능, 비전제시, 의사소통하는 기술인 커뮤니케이션. 이 세 가지는 국민으로 하여금 자발적으로 대통령의 의견에 동의하고 같은 방향으로 가게 하는 소프트 파워 측면에 해당된다. 노무현 대통령이 감성지능 중 절제력이 다소 부족한 것을 제외하고는, 두 대통령 모두 이 기술에 있어서는 양호한 평가를 할 수 있다. 조직관리와 정치력(정치기술)인 하드 파워 기술은 두 대통령 모두 역대 대통령들에 비해 다소 빈약했다. 또한 상황을 파악하는 능력인 스마트 파워(상황-맥락 지능)는 위기대응 능력으로 접근한다면, 노무현은 당의 분열과 탄핵으로 낮은 평가를, 문재인은 코로나19라는 질병위기에 있어 적절한 인사와 대처를 했으므로, 나쁘지 않은 평가를 받을 수 있다. 그러나 두 사람 모두 중요하게 여기던 도덕성에 관해서는 좋은 평을 얻지 못했다. 연구를 통해 노무현, 문재인 두 사람의 정치리더십이 이전 세대의 리더십과 다른, 3세대의 정치리더십, 즉 지지자로부터 사랑을 받는 것에 기반을 둔 애정의 리더십이었고, 소프트 파워에 의존한 정치리더십이라는 공통점이 있음을 알게 되었다. 또한 두 사람은 가난을 제외하고는 개인의 성장기와 성격이 매우 달랐다. 그로 인한 정치리더십의 차이점은 적극성의 유무, 소프트 파워 중 감성지능과 커뮤니케이션에서 언어와 태도의 차이 등이 있었다. 마지막으로 이러한 비교분석을 통해 이후의 리더십으로는, 행동과 실천으로 국민의 삶에 실질적인 변화를 줄 수 있는 ‘실력의 리더십’, ‘무실역행(務實力行)의 리더십’을 제시하며 본 연구가 지속적인 대통령 리더십 연구에 기여하기를 기대한다.
