Abstract

HGP(Human Genome Project) in a sense declares that the jurisdiction of human life belongs to human himself, not anymore to God. At the same time such a view also makes us face up to new problems that we must make a decision ourselves about our living. That is problems of ``right to know`` and ``right not to know``. So we take some considerations about the nature of right to know and right not to know firstly. And then we dispute the value conflict that is resulted from the argument between the principle of disclose and the principle of confidentiality. Finally we try to find a solution to the problem of overcoming the value conflict that is resulted from a discord of normative ethical maxims on the basis of categorical relations of right, which is an essential concept of modern political philosophy. It will be moral justification of rights of self-decision.
