북송사업과 니가타귀국협력회의 역할에 관한 고찰

Abstract

이 글은 니가타현을 중심으로 북송의 실행 과정과 촉진 요인을 밝히고자 한다. 기존연구에서는 주로 북송과 관련하여 국제적십자와 조총련, 북일관계 등을 중심으로 중요한 논의가 이루어졌다. 반면 실질적인 협력을 한 사회단체나 지자체에 대해서는상대적으로 덜 주목을 받았다. 이 글에서는 기존 연구를 토대로 1959년부터 1960 년대 초반 시기에 주목하여 니가타현에서 발생한 북송을 둘러싼 실질적인 움직임과협정 연장 논의, 여론 홍보 활동을 조명한다. 니가타현에서 이루어진 북송 지원 활동은 북한 귀환사업의 결정요인은 아니지만, 중대한 국면에서 북송이 지속될 수 있도록 촉진하는 역할을 했다고 제시한다.

Focusing on Niigata Prefecture, this article aims to clarify the implementation process and facilitating factors of the return of Zainichi Korean to North Korea. In previous studies, important discussions have been made mainly on the International Red Cross, the Chochongryeon (朝鮮総連), and North Korea-Japan relations. On the other hand, social organizations and local governments that have engaged in practical cooperation received relatively less attention. Based on existing research, this article focuses on the practical movements surrounding the return of Zainichi Korean to North Korea that occurred in Niigata Prefecture from 1959 to the early 1960s, discussions on extending the agreement, and public relations activities. Although the North Korean repatriation support activities in Niigata Prefecture are not determinants of the North Korean return project, it is suggested that they played a role in facilitating the continuation of the North Korean repatriation in a critical phase.
