빅데이터의 기능과 역할 논의

Abstract

4차 산업혁명의 도래와 함께 인공지능(AI), 빅데이터, 사물인터넷(IoT) 등 정보통신기술이 급속도로 발전하면서 이는 국제정치와 외교의 영역에도 변화를 불러오고 있다. 또한 기술 혁신과 데이터 분석이 주는 통찰력은 외교 활동을 다변화할 수 있게했다. 따라서 본 원고에서는 빅데이터의 의미 그리고 외교적 도구로서 빅데이터의역할을 살펴보고 이를 국내와 해외 사례를 통해 분석했다. 분석을 통해 빅데이터와인공지능(AI) 기술은 위험 관리 및 국제정치에도 적용되고 있기에 향후 전 세계 국가의 영향력을 행사하는 데 중요한 요소라는 점을 발견했다. 하지만 데이터 개인 정보보호와 데이터 사용의 윤리적 고려 사항들이 많다. 향후 빅데이터와 데이터를 분석하는 인공지능(AI) 관련 윤리 규범이 수립되고 기존 문제점들이 보완된다면 국가 외교 업무에 더욱 다양한 방법으로 적용될 수 있을 것이다.

The rise of the fourth industrial revolution has catalyzed the rapid development of information and communications technologies like AI, big data, and IoT, driving changes in international politics and diplomacy. This study examines the significance of big data and its application as a diplomatic tool, scrutinizing domestic and international instances.The analysis found that using big data and AI technologies in risk management and international politics is emerging as crucial elements of globalization and national influence. Nevertheless, the process of incorporating big data into diplomacy necessitates the resolution of current obstacles. Various applications to expedite diplomatic activities will become more viable when related protocols are defined and concerns about the ethics of managing big data are addressed.
