미래 환경 변화에 부합된 해군 국방인력구조 혁신방향

Abstract

병역자원의 감소 추세에 따라 한국군의 전체 군인력 규모는 감축이 불가피할 것이다. 이러한 전망은 현재까지 국방분야에서 활용해왔던 인력구조의 유지가 더 이상가능하지 않다는 것을 의미한다. 해군의 국방인력구조 역시 병역자원 감소, 사회 가치관의 전환, 미래 해양전쟁 양상의 변화, 해양에서의 안보위협 증대 등으로 인해 대대적인 변화 요구에 직면하게 될 것이다. 따라서 병역자원 감소에 대응할 수 있고, 첨단과학기술이 적용된 무기체계의 운용능력을 발휘할 수 있으며, 군인력과 민간인력의 활용성을 극대화 할 수 있는 균형 잡힌 해군 국방인력구조를 모색하는 것이 필수적이다. 본 연구에서는 해군 국방인력구조의 혁신방향을 최적 군인력 규모 설정, 전투 및전투지원분야 인력구조 개선, 인력기획 제도 정교화 등으로 제시하였다. 첫째, 미래확대된 임무수행에 필요한 인력소요의 해결을 위해 우선 간부를 추가 확보하고, 장기적으로 병사의 규모를 조정하는 것이 필요하다. 둘째, 해군의 단위 전투부대인 군함에 군인력의 편성비율을 확대하고, 군무원의 활용분야를 비전투분야에서 전투지원분야까지 확대해야 한다. 셋째, ‘조직인력실(가칭)’ 신설, ‘해군 국방인력구조 기획서’ 활용 등 인력기획 제도 정교화 방안의 추진이 요구된다.

In this study, the direction of innovation in the Navy defense workforce structure was suggested by optimizing the size of the Navy defense workforce, improving the manpower structure in the field of combat and combat support, and elaborating the manpower planning system. First, it is necessary to expand the size of the officer/NCO corps and adjust the size of the enlisted person in the long term in order to solve decease of military service resources for the future. Second, the manpower of warships, which are crucial for combat activities in the Navy, should be expanded, meanwhile the usage of military civil service members should be expanded from non-combat area to combat support area. Third, it is required to promote measures to refine the manpower planning system, such as the establishment of an ‘organization/workforce department’ and the prepare and use ‘Navy Defense Workforce Structure Plan’.
