신냉전 시대 국제정치 유형학

Abstract

신냉전기 도드라진 특징 중 하나는 중견국으로 분류되었던 국가들이 기존과는 다른방식으로 연대를 강화하고 국제질서 유지에 관여 수준을 높이고 있다는 점이다. 그렇다면 중견국 외교 담론이 아직도 적실성이 있다고 볼 수 있을까? 이에 대한 해답 모색의 일환으로 물질적 변수와 가치융합 변수를 이용해 신냉전 시대 국제정치 유형학을 제시한다. 이를 통해 두 가지 변수로 나올 수 있는 9개 국가유형 중 신냉전 시대에는 기존 중견국을 선진강국으로 재분류하는 것이 적실성이 있음을 추적한다. 아울러 선진강국에서 공통적으로 나타나는 특징을 다섯 가지 요소 - 국제정세 인식, 행태, 가치외교, 선호 플랫폼, 연합형성 대상 - 로 제시한다. 이 요소를 기반으로 캐나다, 호주, 일본 등 선진강국 정치를 먼저 가동시킨 국가들의 사례를 살펴본 후 윤석열정부에 가동되는 선진강국 정치를 추적한다. 마지막으로 행태 지속가능성, 중견국 연구 확장성이라는 학문적 통찰과 선진강국에 차별화된 정책 구체화, 기여외교· 연대형성 대상 확대 필요성, 보편적 가치 중시 일관성 유지 등 정책적 제언을 제시한다.

States, formerly classified as a middle power, have stepped up the level to engage in international politics and preserve international order by strengthening solidarity. If then, is the discourse of middle-power diplomacy still relevant? This paper proposes the typology of international politics for the New Cold War by linking a materialistic variable with a value-fusion variable in an effort to answer this puzzle. As this framework lays out nine types of states, the need to reclassify middle power to advanced strong power is observed analytically. Meanwhile, it comes up with five factors: recognition of international situations, behavior, preferred platform, and scope of combined formation. Two cases are examined with these five factors: Canada, Australia, and Japan as the first case and South Korea as the second case. Finally, this paper provides academic and policy implications. Academically, it sheds some light on the sustainability of this behavior and the scholarly expansion of middle-power diplomacy. It also suggests required policies such as tailored policies for advanced strong power, the expansion of South Korea's contributionled diplomacy and solidarity formation and the sustainability of universal value.
